Autoritatea Nationala de Reglementare în Comunicatii (ANRC) a lansat spre consultare publica proiectul Deciziei privind modificarea Deciziei presedintelui Autoritatii Nationale de Reglementare în Comunicatii nr.140/2002 privind adoptarea Planului national de numerotatie si a Deciziei presedintelui Autoritatii Nationale de Reglementare în Comunicatii nr.141/2002 privind procedura de solicitare si emitere a licentelor de utilizare a resurselor de numerotatie.
Aceasta modificare a planului national de numerotatie a fost necesara pentru a determina furnizarea si utilizarea procedurii de selectare a transportatorului fara ton intermediar. Selectarea transportatorului (Carrier Selection) permite utilizatorilor de servicii de telefonie fixa ca, formând un indicativ înaintea numarului (international sau interurban) pe care doresc sa îl apeleze (de pe un telefon conectat la o retea de telefonie fixa), sa aleaga ca apelul respectiv sa fie preluat si finalizat în strainatate sau în alt judet de catre un „transportator”, nu de catre furnizorul la care sunt abonati si pe care îl folosesc pentru apeluri locale. Utilizatorii pot face aceasta optiune atunci când considera ca oferta transportatorului este mai avantajoasa din punct de vedere financiar si calitativ decât oferta furnizorului la care sunt abonati.
Selectarea transportatorului cu ton intermediar, operationala în prezent, ridica furnizorilor de servicii de comunicatii electronice probleme legate de facturarea traficului de interconectare si nu este considerata suficient de „prietenoasa” cu utilizatorul final. În urma observatiilor si solicitarilor primite din partea furnizorilor de comunicatiilor electronice, ANRC a reunit în cadrul Comisiei tehnice si de standardizare a Consiliului Consultativ al ANRC subcomisia „Aspecte Tehnice ale Interconectarii”, care a studiat posibilitatile de implementare a selectarii transportatorului fara ton intermediar. Pentru a identifica solutiile optime, au fost efectuate teste, la care au participat S.C. Romtelecom S.A., Societatea Nationala de Radiocomunicatii S.A. si S.C. Astral Telecom S.A. Rezultatele testelor, precum si raportul final al subcomisiei, sunt publicate pe pagina de Internet a ANRC.
Solutia tehnica identificata de subcomisie si agreata de operatori presupune utilizarea unor noi indicative de selectare a transportatorului, de forma 16xy. Introducerea acestora presupune modificarea Planului national de numerotatie si a Deciziei presedintelui ANRC nr.141/2002 privind procedura de solicitare si emitere a licentelor de utilizare a resurselor de numerotatie, aceste modificari fiind propuse spre consultare publica.
În prezent, indicativele de selectare a transportatorului de forma 16xy nu sunt prevazute în Planul national de numerotatie si nu s-a prevazut o alta utilizare a acestora în viitorul apropiat, astfel încât impactul tehnic asupra furnizarii altor servicii de comunicatii electronice este minim. Indicativele individuale de selectare a transportatorilor de forma 16xy vor fi utilizate în paralel cu indicativele existente, de forma 10xyz, care vor fi utilizate pentru procedura de selectare a transportatorului cu ton intermediar. Fiecare furnizor de servicii de comunicatii electronice va putea alege astfel varianta adecvata pentru utilizatorii sai, implementând procedura de selectare a transportatorului cu ton intermediar, fara ton intermediar sau ambele proceduri.
Procedura de solicitare si emitere a licentelor de utilizare a resurselor de numerotatie pentru indicativele de selectare a transportatorului de forma 16xy este aceeasi ca si pentru celelalte resurse de numerotatie alocate de catre ANRC. Alocarea indicativului de selectare a transportatorului de forma 16xy nu este conditionata de alocarea anterioara a unui indicativ de selectare a transportatorului de forma 10xyz.
Proiectul se afla la dispozitia publicului pe pagina de Internet a ANRC, pâna la data de 9 mai 2004. Observatiile pot fi trimise prin posta la sediul central al ANRC din B-dul Libertatii nr.14, sector 5, Bucuresti sau pot fi depuse direct la registratura ANRC sau la oficiul teritorial al ANRC în raza caruia se situeaza domiciliul/sediul persoanei interesate. Observatiile pot fi transmise si prin fax la numarul: +40 21 307 54 02 sau prin posta electronica la adresa consultare@anrc.ro.

The National Regulatory Authority for Communications (ANRC) launched for public consultation the draft Decision on the amendment of ANRC President’s Decision no.140/2002 on the approval of the National Numbering Plan and ANRC President’s Decision no.141/2002 on the application and granting procedure regarding the license for the use of numbering resources.
The amendment of the National Numbering Plan was necessary in order to determine the provision and use of the carrier selection procedure without intermediary tone. The Carrier Selection allows the users of fixed telephony services to choose that a certain call is taken over and terminated long/distance or internationally by a carrier, other than the provider or providers they use for local calls. This can be dome by dialling a code before the digits of the telephone number (international or long-distance) they wish to call (from a telephone connected to a fixed telephony network). The users can make this option when they consider the carrier’s offer is more advantageous than the offer of their provider as regards financial and quality aspects.
Carrier selection without an intermediary tone, operational at this moment, creates to the providers of electronic communications services problems related to interconnection traffic billing and is not considered to be “user friendly” enough. Based on the comments and requests received from the electronic communications providers, ANRC formed within the Technical and Standardization Commission of the Consultative Council the sub-commission “Technical Interconnection Aspects”. This sub-commission studied the possibilities to implement the carrier selection without intermediary tone and several tests were conducted in order to identify the best solutions, with the participation of S.C. Romtelecom S.A., National Radiocommunications Society S.A. and S.C. Astral Telecom S.A. The results of the tests and the final report of the sub-commission are published on ANRC website and can be viewed here.
The technical solution identified by the sub-commission and agreed by the operators proposes the use of new 16xy type carrier selection codes. The introduction of the new codes requires the modification of the National Numbering Plan and the ANRC President’s Decision no.141/2002 on the application and granting procedure regarding the license for the use of numbering resources. These modifications are currently under public consultation.
At this moment, the 16xy type carrier selection codes are not mentioned in the National Numbering Plan and no other future usage has been provided for them, so that the technical impact on the provision of other electronic communications services is minimum. The individual 16xy type carrier selection codes will be used at the same time with the existing 10xyz type codes to be used for the carrier selection procedure with intermediary tone. Thus, each provider of electronic communications services can choose the appropriate solution for its users and can implement the carrier selection procedure with intermediary tone, without intermediary tone, or both.
The application and granting procedure regarding the licenses for the use of numbering resources for the 16xy type carrier selection code is the same as for the other numbering resources allotted by ANRC. The allocation of the 16xy type carrier selection code is not conditioned by the prior allocation of a 10xyz type carrier selection code.
The draft is available for consultation at the address ….. until May 9, 2004.
