The Decision of the President of ANRC regarding the Procedure for Authorization of postal services providers entered into force, following its publication in the Official Gazette of Romania no.212 of April 1, 2003. Decision include the procedure for granting the right to provide postal services under the General Authorization regime and the Individual License, the rights and obligations of the companies that intend to furnish such services according to O.G. no.31/2002 on postal services, approved with amendments and completions by Law no. 642/2002, as well as the notification form to be filled in by the applicant.

The General Authorization regime grants the provider the right to provide postal services which are not contained by the universal service. Thus, any legal person who intends to provide postal services under the General Authorization regime shall notify ANRC accordingly, sending the notification to the ANRC headquarters or to the corresponding territorial office. On the date when the provider of postal services is registered in the Public Register, but no later than 45 days after ANRC is notified, the requester obtains the right to provide postal services and may begin activity.

The Individual License is granted by ANRC for a 10 years period to the companies that intend to provide postal services under the universal service, and gives them specific rights and obligations additional to those under the General Authorization regime. The term for granting the Individual License or for the rejection of the request is of 90 days after the date when the request is registered.
