Yesterday, August 9, 2004, The National Regulatory Authority for Communications launched for public consultation the draft Decision on reporting statistical data by the postal service providers.

According to the draft document, the providers of postal services will have the obligation to transmit ANRC, before March 15 every year, a set of data, which will be used by ANRC in order to adapt the regulations in this field to the actual situation of the market. ANRC will use the data in the elaboration of studies and market analyses, as well as in the drawing up of the reports for the international organizations (the Universal Postal Union, the European Commission, the European Committee on Postal Regulations etc.)

For the effective monitoring of the services within the scope of universal service, in order to ensure access of all the users to these services, the data to be transmitted by the postal service providers have been structured based on the two market segments in which they operate. Thus, the providers of postal services within the scope of universal service will have the obligation to report, on a regular basis, the number of postal items sent for each of the following services:

Postal items, up to 2 kg (including 2 kg)

Postal packages, between 2 kg and 10 kg (including 10 kg)

Postal packages, between 10 kg and 20 kg (including 20 kg)

The second category, the providers of postal services outside the scope of universal service, shall report data such as the number of postal items sent for the following types of services:

Postal items which are object of value-added services, up to 2 kg (including 2 kg)

Postal packages which are object of value-added services, between 2 kg and 10 kg (including 10 kg)

Postal packages which are object of value-added services, between 10 kg and 50 kg (including 50 kg)

Postal packages which are object of not value-added services, between 10 kg and 50 kg (including 50 kg)

Since, by this document, ANRC is attempting to determine a unitary method for the calculation of the required indicators, some of the definitions used in the legislation on postal services are also incorporated in this document.

The draft decision is available for consultation on the website of ANRC. All interested persons are invited to send their comments until the due date.
