Monday, September 20, 2004, based on ANRC President’s Decision no. 1188/2004, 10 individual decisions for the completion of the decisions issued as of September 9, 2004 on the designation of the universal service providers in the electronic communications sector who shall grant subsidies and facilities to low income families. The decisions shall be communicated to the following providers of publicly available telephone services:

As well, 4 new individual decisions have been issued for the designation of the universal service providers who shall offer subsidies and facilities to low income families. These decisions envisage the following providers of publicly available telephone services, who, after September 6, 2004, submitted notifications ascertaining the fact that they provide services of access to the public telephone network, at a fixed location:

According to the provisions of ANRC President’s Decision no.1188/2004 amending and completing ANRC President’s Decision no.1074/2004 on the implementation of universal service in the electronic communications service, these 14 individual decisions set out the deadline of November 1, 2004 for the subscribers of the above mentioned providers to submit the standard applications. Thus, the initial deadline of October 1, 2004, provided in ANRC President’s Decision no.1074/2004, was extended by one month.
In accordance with ANRC President’s Decision no.1074/2004, amended and completed by ANRC President’s Decision no.1188/2004, all the families whose net average monthly income per family member is lower than ROL2,460,000 shall have the possibility to require the providers the subsidies for the service of access to the public telephone network, at a fixed location, as well as a series of facilities to be applied in case of non-payment of the telephone bill.
The standard application form for the subsidies and the facilities shall be made available to the requestants by each of the designated universal service providers, who are obliged, as well, to inform the public on the conditions of granting the subsidies and facilities, by publishing such information in the mass media and on the Internet, as well as by posting them, in visible locations, al all their commercial offices. A summary of the conditions of granting the subsidies and facilities shall be printed at least on the first invoice issued to the end users who are natural persons.
The 14 providers designated as universal service providers have the obligation to communicate, by November 16, 2004, a consolidated report on the applications received from the contract holders, corresponding to the provisions of ANRC President’s Decision no.1074/2004. Within 15 days from receiving the last consolidated report, ANRC shall communicate the universal service providers the amount of the individual subsidy, which shall not exceed the cost of the provision for the services of access to the public telephone network during the designation period.
