On Friday, February 14, 2003, the National Regulatory Authority for Communications (ANRC) launched for public consultation the project of Decision regarding the Procedure for Authorization of postal services providers. The Project of Decision contains the procedure for granting postal services under the General Authorization regime and the Individual License as well as the rights and obligations of the companies that intend to furnish such services according to O.G. no.31/2002 on postal services, approved with amendments and completions by Law no. 642/2002.

The General Authorization regime grants the provider the right to provide postal services which are not covered by the universal service. Therefore, any legal person who intends to provide postal services under the General Authorization regime shall notify ANRC accordingly. The notification should be sent to ANRC headquarters or to the corresponding territorial office. On the date when the provider of postal services is registered in the Public Register, but no later than 45 days after ANRC is notified, the requester gains the right to provide postal services and may begin its activity.

The Individual License is granted by ANRC for a 10 years period to the companies that intend to provide postal services under the universal service, granting them specific rights and obligations additional to those under the General Authorization regime. The granting period of the Individual License or for the rejection of the request for granting the license is of 90 days after the date when the request is registered.
