The companies S.C. Tele 2000 S.R.L. from Salaj county and S.C. Tour Imex S.R.L. based in Valcea county received from the National Regulatory Authority for Communications (ANRC) licences for the use of, and numbering resources for the provision of telephony services.

Tele 2000 received a range of 10,000 numbers type 0260 59x xxx, for the provision of fixed telephony services in the city of Simleu Silvaniei. Tour Imex will also provide fixed telephony services, in Bucharest and Ramnicu Valcea and received two blocks of 10,000 numbers each, type 0317 20x xxx, 0350 72x xxx respectively.

Until the end of June, ANRC granted numbering licences for 30 companies authorized to provide telephony services and allotted over 27,000,000 numbers, as follows:

· 12 providers of fixed telephony services received 12,301,000 geographic numbers within the 0Z=02 domain

· 12 companies received 3,700,000 geographic numbers within the 0Z=03 domain

· 4 operators will use 11 million non-geographic numbers within the 0Z=07 domain for the provision of mobile telephony services

· 20 companies received 601,000 numbers within the 0Z=08 domain for the provision of various telephony services (services provided through green numbers, prepaid cards, virtual cards, data networks and Internet access services, televoting or universal access services). From these numbering resources, 217,000 numbers will be used by 18 operators for the provision of services through prepaid cards, and 12 operators will provide various services through 111,000 green numbers.

· 5 companies will provide various services (entertainment services, games, phone contests or services within the category of general, business and marketing information) through 107,000 premium rate numbers within the 0Z=09 domain.

· 20 companies received individual carrier selection codes.

The licences for the use of numbering resources are granted by ANRC for a period of ten years. After receiving the licence, the companies have to inform the users on the allotted numbering resources, entering this information in the public subscriber directories. The numbering resources are allotted free of charge, but, on grounds of the provisions under the ANRC Decision no.141/2002 on the application and granting procedure regarding the licenses for the use of numbering resources, the authority may withdraw the licence of any operator if the numbers obtained are not effectively used.

The process to grant licences for the use of numbering resources is still open, and the authority responds to all the requests as they are submitted to the headquarters or the territorial offices.
