Wednesday, October 16, 2002, the National Regulatory Authority for Communications, (ANRC) put forth for public consultation the project for "General Authorization for providing public services of electronic communications", as well as the project of the procedures for obtaining the General Authorizations for providing electronic communication networks and services. The documents can be found on the ANRC Internet page (www.anrc.ro). The public consultation for the two projects ends on October 30, 2002.

The General Authorization for providing public services of electronic communications establishes the providing conditions, as well as the rights and obligations of the operators who offer public services of electronic communications, except for telephony and the leased lines.

The second project set for consultation refers to the conditions of obtaining the General Authorizations in the electronic communications sector. The persons who want to provide electronic communications services and networks have to notify ANRC about their intention at least seven days before the beginning of their activity. The notification standard form can be obtained form the ANRC Headquarters or from any other teritorial office, and, once filled in, can be handed in or sent by mail, together with the other necessary documents. At the providers’ request, seven days after the reception of the notification, ANRC releases a standard certificate, proving their right to provide certain networks and services. The project also mentiones that the owners of licences and authorizations released under the Telecommunications Law no. 74/1996, as well as the owners of previous technical notices and the decisions to authorize cable broadcasting networks released under the Audiovisual Law no. 48/1992 must send a notification to ANRC at least seven days before the expiring date of the respective documents, but no later than December 24, 2002.

"So far, the operators had to wait two or three weeks before the institution released the paper they needed, and this situation suffocated the administrative body, taking up all of its time with the routine activity of releasing licences and authorisations similar one to another. We simplified this process, by reducing it to only sending in notifications by solicitants, who, take thus note and commit to observe the provisions of the General Authorizations. After submitting the notification, the providers can start their activity without expecting an answer form ANRC", explained Alexandrina Hirtan, ANRC Vicepresident.

So far, ANRC has put forth for public consultation the projects for General Authorization for providing electronic communications public networks and for General Authorization for providing electronic communications networks and services exclusively for own needs, which will soon be followed by the projects of the General Authorisations for providing telephony public services and for providing leased lines services.
