Today, 3 December 2004, enters into force the Decision of the President of ANRC no.1311/2004 on certain measures regarding the efficient use of the numbering resources, published in the Romanian Official Journal, Part I, no.1132/30.11.2004.

Finalised during the meetings of the Consultative Council, the decision sets out the obligation for only certain numbering resources to be used for the provision of services by means of prepaid cards and virtual cards. Therefore, starting as of 3 March 2005, the providers of electronic communications services shall not sell virtual cards and prepaid cards using other numbering resources than those within the 0ZAB=0801, 0ZAB=0807 and 0ZAB=0808 domains or the individual carrier selection codes of 10xyz type.

Nevertheless, in order to offer the possibility to bring value to the investment made by the provider as well as of the user in acquiring the prepaid or virtual cards that use other resources than those mentioned above, ANRC has extended the deadline for the use of these cards with 7 months since the date when this decision enters into force.

The providers of publicly available electronic communications services who currently provide services by means of prepaid cards or virtual cards by using other resources than those mentioned above shall make available to the users all information regarding the changes occurred in the provision of these services.

The imposing of these measures represents certain advantages for the end-users, in view of the transparency of the tariffs charged and the possibility to compare the offers of different providers, as well as for the electronic communications market. Therefore, ANRC ensures the necessary conditions for the development of the new electronic communications services, in accordance with the European practices, through a fair distribution of the costs among the interconnected providers and an increase of the investments and the quality of provided services.
