Until June 30, 2005 the local authorities in the localities deprived of telephone connections may sign and send ANRC their commitments to participate in the installation and operation of telecentres. The installation of telecentres is a form of implementing universal service, ensuring the access of those rural localities with low availability of telephone services to communications services, such as: telephone, fax and Internet.
In June, ANRC initiated an information campaign for the mayoralties in the localities with low availability of telephone services regarding their possibilities of getting involved in the development of this project, along with the providers of electronic communications services. So far, 70 mayoralties filled in and signed the commitments by which they undertake the obligation to participate in the telecentre management, for free or for a charge.
The participation of local authorities involves finding and making available the telecentre location (approximately 10 sqm), covering the utilities and personnel costs and/or providing for equipment security. The localities whose mayoralties are prepared to cover all or part of these costs for free will rank higher in the list of eligible localities for the installation of telecentres in 2005.
Due to the limited financial resources and taking into account the large number of eligible localities identified, the installation of telecentres shall be initiated in the localities whose local authorities intend to contribute to the development of these projects by means of ensuring the management of the respective telecentres.
The Commitment proposed by ANRC must be sent to the Authority’s Territorial Office where the respective locality belongs, by June 30, 2005. ANRC forecasts that approximately 100 telecentres will be installed in 2005.
