Starting on July 3rd, 2005, with regard to the provision of publicly available telephone services by means of prepaid cards and virtual cards, the operators shall use exclusively the numbering resources in the 0ZAB=0801, 0ZAB=0807 and 0ZAB=0808 domains or the 10xyz individual indicatives for carrier selection. July 3rd, 2005 is the date of entry into force of the ANRC President’s Decision no.1311/2004 on certain measures for the efficient use of the numbering resources. This decision forbids the commercialisation of prepaid or virtual cards for telephone services using other numbers (ex. geographic or non-geographic 02 XXX XXX XXX or 03 XXX XXX XXX numbers for fixed telephone services or 07XX XXX XXX numbers for mobile telephone services) than those indicated above. This decision envisages telephone services (national and international calls through a carrier’s network) provided by means of virtual and prepaid cards. The enforcement of these measures on the use of special numbers for publicly available telephone services provided through virtual and prepaid cards will increase tariff transparency and will provide the users with a handy possibility of comparing the operators’ offers.
