During the first quarter of 2006 ANRC performed, by means of its 47 territorial offices, 1589 control actions to the headquarters or work stations of the electronic communications providers (680 actions) and of the providers of postal services (909 actions).
ANRC assessed 271 minor offences of the electronic communications providers, issuing 9 warnings and a contravention fine, as the rest of the offences were remedied on the spot, as a result of the steps taken by the Authority’s inspectors. As for the postal service providers, the ANRC representatives found 176 minor offences. The providers of postal services were given 161 warnings and two contravention fines were charged.
Among the most frequent offences encountered during the control activity, we count those related to the breach of the terms provided in the General Authorisation: failure to communicate ANRC the changes in the notification data, failure to transmit ANRC the access and interconnection agreements within the legal term, lack of the technical file. Furthermore, ANRC settled some cases of breach of the salient provisions to be included in the agreement with the end-users (according to the Law on Universal Service).
Following the notifications transmitted to the electronic communications providers who had not reported ANRC, by February 15, 2006, any statistical data for the second half of 2005, most of the notified providers caught up with their reporting obligations, but 15 companies were sanctioned by ANRC President’s Decisions. These 15 providers were fined between 200 and 3000 RON per day of delay, depending on the offence and on their relapse into breach of the regulations.

ANRC mainly aims at ensuring that all the market players understand and observe the regulatory framework, that they are aware of the advantages and opportunities offered by the authorisation regime: rights of way, dispute settlement procedures or interconnection agreements” , Mr. Dan Georgescu, the ANRC President, declared.
