Tomorrow, April 13, 2006, the National Regulatory Authority for Communications (ANRC) is launching the public tender for the designation of universal service providers in 100 rural localities of 23 counties of Romania. Each universal service provider will install, in the locality for which it has been designated, a telecentre where the citizens have access to telephone, fax and Internet services. Any person who is both a provider of public electronic communications networks and a provider of publicly available telephone services may participate in the tender.

In addition to the 108 rural localities where tenders for the installation of telecentres have already been organised, 100 localities – i.e. 52,000 inhabitants – deprived of access to electronic communications services are envisaged by a new tender for the installation of telecentres. Each such tender draws us closer to the moment when Romania has no rural localities with limited access to these services or with no access at all,” Mr. Dan Georgescu, the ANRC President declared.

The list of localities for which the new tender for the installation of telecentres is to be launched in available here, on the ANRC website. The 100 villages have been selected from the localities identified with a low degree of availability of telephone services, whose mayoralties expressed their commitment to participating in the telecentre programme launched by ANRC. The criteria based on which these localities were selected include both the local authorities’ commitment to covering the administrative expenses of the telecentre, and the number of inhabitants. So far, ANRC has organised 3 tenders for the installation of telecentres in 108 localities. During 2006, ANRC is to organise tenders for 100 more localities in need of telecentres.

The documents required for drawing up and submitting the offer in order to participate in the tender for the installation of telecentres may be purchased from the ANRC headquarters starting April 13, 2006. The parties willing to purchase the documents must send a written request therefor, one day in advance, to the following fax number: +4021 307 54 08. Further requests for details may be transmitted by June 5, 2006. The deadline for submitting the offers is June 19, 2006, 16:00. The offers will be opened on June 20, 2006 at 10:00 and the winning offer will be designated by the tender commission within 30 days from the offer opening date.
