Starting July 2006, ANRC will be able to monitor the development of the new technologies in the communications market, thus making available an accurate outline of the most important indicators and trends for the foreign investors, industry representatives and other interested parties. This possibility arose following the amendment and completion of the procedure for reporting statistical data by the communications providers.

According to the new decision, starting with the statistical data report for the first half of 2006, the providers of fixed telephone services will report ANRC both the number of subscribers and the number of access telephone lines they use. The traffic volume achieved through the access networks of third parties (by the providers who do not have their own network and use another operator’s access infrastructure) will be reported in detail, itemised by access link types. Thus, upon processing the statistical data, ANRC will determine the figures for the traffic achieved by means of the carrier selection and pre-selection procedure, respectively for the traffic generated through virtual or prepaid cards.

The new reporting system will also allow ANRC to monitor the usage of mobile telephony by means of indicators such as the number of users with a subscription contract, the number of users with prepaid cards, and the number of users making use of their prepaid cards during the reporting period, as well as by means of the data regarding the traffic volume and the income obtained. Additionally, new indicators were provided to reveal information on the services offered through the newly implemented technologies (3G, EV-DO etc.) by the operators in Romania.

The rate of using Internet access services will be monitored by means of the number of subscribers and of the number of Internet access connections contracted by these subscribers, itemised by support and by the technology deployed.

The ANRC decision also modifies the frequency and the deadline for reporting the data regarding income, investments and employees. These data shall be reported once (instead of twice) a year, within 90 days from the date of closing the respective financial year.

Decision no. 151/2006 on reporting statistical data by the providers of electronic communications networks and services, specifying the new requirements for reporting market indicators, was published in the Romanian Official Journal, Part I, no.361 of April 25, 2006 and will enter into force on July 1, 2006. The first statistical data, excepting the ones regarding the income, investments and employees, will be reported, according to the new procedure, during July 1 – 31, 2006.
