Today, August 2, 2007, at the headquarters of the National Regulatory Authority for Communications and Information Technology (ANRCTI) took place the meeting of the Consultative Council, during which were debated: several decisions regarding numbering – the decision on the National Numbering Plan, the decision on the procedure for requesting and granting licences for the use of the numbering resources, the decision on establishing and collecting the tariffs for the use of numbering resources –, decisions relating to number portability – the decision amending and completing the ANRC President’s Decision no.144/2006 on the implementation of number portability and the decision regarding the adoption of certain technical and commercial conditions for the implementation of number portability, as well as the decision on the interconnection with the public fixed telephone network operated by S.C. “RCS & RDS” – S.A. for the purpose of call termination at fixed locations.

The decision on the review of the National Numbering Plan provides that, starting May 3, 2008, the subscribers to fixed telephony services providers may be called only if the national number (comprising 10 figures) is dialled for all/both local and long-distance calls. The closing of the National Numbering Plan implies a uniform manner for dialling the telephone numbers in the respective fields, thus leading to the exclusive use of national numbers and to the elimination of the local numbers.

The draft decision on the procedure for requesting and granting licences for the use of the numbering resources aims at ensuring the non-discriminatory access of all providers of publicly available electronic communications services to numbering resources, as well as their rational and effective use. Furthermore, the rights and obligations of the LURN holders have been clarified, as well as the rights and obligations of the subscribers as regards the numbers assigned to them. The draft decision does not regulate the LURN granting procedure for the numbers with special economic value and for the short national numbers dedicated to emergency services and to other services harmonized at European level.

By means of the decision on establishing and collecting the tariffs for the use of numbering resources, ANRCTI proposes the introduction of certain tariffs as concerns the numbering resources use in order to treat equally both the providers who were already granted the right to use certain numbering resources and the providers requesting for such resources. The tariffs shall be owed starting July 1, 2007, and shall be proportional with the number of months during which the LURN holder benefits from the right to use numbering resources, namely between the date when the decision enters into force and December 31, 2007.

As regards number portability, ANRCTI established the technical and commercial conditions for the implementation of number portability, as follows: porting request; technical specifications for the implementation of number portability, including those related to the routing of messages towards the ported numbers; detailed description of the administration procedure of the porting process; regulation on the organisation and operation of the central database; ways of offsetting the costs between providers; quality parameters of the number portability service; ways of informing the end-users; amendment and completion procedure of the technical and commercial conditions.

According to the decision on the interconnection with the public telephone network operated by S.C. “RCS & RDS”, the company will be obliged to publish on its website certain information related to its access points, as well as to the tariffs charged for all the services and facilities associated to the interconnection. As regards the conclusion of an interconnection agreement, the maximum negotiation term will be 2 months after RCS & RDS receives a request in this regard, whereas the maximum term for the implementation of the interconnection agreement will be 3 months since its conclusion. The tariff charged by RCS & RDS for the provision of the interconnection service for the purpose of call termination at fixed locations may not exceed the value of 1.15 Eurocents/minute, excluding VAT.
