Today, August 30, 2007, at ANRCTI headquarters, took place the kick-off meeting of the project PHARE RO 2005/017-553.05.01, a supply project financed by the European Union from PHARE anvelope 2005 – “Facilities for special actions”, to be implemented within 6 months. The meeting was attended by the teams involved in the coordination and deployment of the project: the representatives of the company that won the international tender, the ANRCTI representatives, the institution benefiting from the project, as well as the representative of the PHARE Central Financial and Contracting Unit (CFCU).
The aim of the project is to supply and install all the necessary software and hardware support for establishing and running an information system (Central Reference Database) for ANRCTI in order to support number portability implementation in Romania. As well, it ensures a technical training programme for the ANRCTI personnel with a view to successfully develop and implement the procedures afferent to the operation of this database.
The implementation of number portability is one of the committments Romania took in accordance with the provisions of Chapter 19 of the negotiation procedures for the accession to the European Union and represents an efficient incentive for competition in the electronic communications sector. Number portability represents the subscribers’ possibility to keep their telephone number when changing their telephone services provider, thus enabling them to have a greater freedom to choose and obliging the providers to make supplementary efforts in order to keep and attract clients by means of more attractive offers. The portability service shall be offered to the public by all Romanian providers of fixed and mobile telephone services starting next year, and its implementation shall be carried out by means of this central database, to be realised within the PHARE RO 2005/017-553.05.01 project, according to the regulations issued by ANRCTI.
