On Tuesday, September 4, 2007, the ANRCTI President’s Decisions on the procedure of requesting and granting licences for the use of numbering resources and respectively on establishing and collecting the tariffs for the use of numbering resources were published in the Romanian Official Journal under no.609. The provisions of the decisions shall entry in force as of September 7, 2007 and respectively October 1, 2007.

The ANRCTI President’s Decision no.2896/2007 on the procedure of requesting and granting licences for the use of numbering resources aims at ensuring the non-discriminatory access of all providers of publicly available electronic communications services to the numbering resources, as well as their rational and efficient use.

With a view to clarify the categories of information which must be transmitted to ANRCTI, a standard-form was elaborated, thus being reduced the possibility that the requester omit certain necessary information.

Moreover, the decision establishes the rights and obligations of all LURN holders and the minimum degree of using the numbering resources previously allotted, in order to be allotted supplementary resources, as follows: 50% for the geographic numbers comprising 9 figures within the PNN 0Z=02 and 0Z = 03 domains; 80% for the geographic numbers comprising 6 figures within the PNN 0Z = 03 domain; 60% for the numbers independent of location within the PNN 0Z = 03 domain; 60% for the non-geographic numbers within the PNN 0Z = 07 domain and 40% for the numbers within the PNN 0Z = 08 and 0Z = 09 domains.

The tariff for the use of the numbering resources, as provided in the ANRCTI President’s Decision no.2897/2007, shall ensure an enhanced efficiency in the use of the national numbering, which is a limited resource, determining the providers to request only the strictly necessary resources in order to offer their own services.

At European level, most of the national regulatory authorities collect two types of tariffs for the allotted numbering resources, whereas ANRCTI introduced only one category of tariffs regarding the use of the numbering resources, for the purpose of ensuring the equal treatment of the providers who were already granted the right to use certain numbering resources and of the providers requesting for such resources.

The tariffs represent the annual cost of the right to use the allotted numbering resources and are established distinctively, in terms of the categories of numbering resources provided in the National numbering plan. For example, for each block of 10,000 geographic numbers comprising 9 figures for the electronic communications services provided at fixed locations, as well as for the blocks of 10 geographic numbers comprising 6 figures for the provision of services of general interest at local level, within the 0Z = 03 and the 0Z = 02 domains, the tariffs shall amount to RON 350. As regards the mobile telephony services, for each block of 1,000,000 non-geographic numbers, within the 0Z = 07, the tariff ANRCTI shall charge will amount to RON 35,000.
