The National Regulatory Authority for Communications and Information Technology (ANRCTI) published the tender public announce with a view to be purchased the services for the realization of a virtual private network (VPN) and for the provision of electronic communications services through fixed and mobile networks (Internet, data communications, fixed and mobile telephony).

At present, the Authority uses data communications services and fixed or mobile telephony services provided by eight different providers. The new acquisition procedure aims at choosing a single provider (or a consortium/corporation), fact which would lead to costs diminution, as well as to the more efficient management of the data communications and voice system. In the same time, ANRCTI wishes to provide an example for the other public institutions to encourage the convergent networks. By using the standard IP technology (Internet Protocol), which imposed during the last years due its flexibility and accessibility, ANRCTI shall ensure the interconnection of all its presence points at a national level, thus being reduced the costs associated to the communications services.

ANRCTI currently holds headquarters, control centres and radio spectrum monitoring fixed stations in 78 locations throughout the country. Moreover, ANRCTI uses 24 transportable and mobile radio spectrum monitoring stations. In order to make more efficient the control and monitoring activities, it is necessary to ensure the remote connectivity, as well as the access to databases, in due time and under full security, due to the use of mobile terminals.

It is forecasted that the implementation and use of this integrated solution will reduce by 25% the total costs associated to the communications services.

As of the date of submitting the offer, the applicant shall cumulatively have the capacity as: provider of public electronic communications networks at a national level, provider of publicly available telephone services and provider of data transmission and Internet access services. The applicant shall prove that, during the last three years, he fulfilled and completed one or more contracts that were subject to the provision of electronic communications services made available through fixed and mobile networks and that their cumulated annual value was equal or exceeded RON 1,628,800 (namely EUR 500,000).

The maximum term provided for receiving the offers is November 5, 2007, 16:00 hours. The offers shall be submitted at ANRCTI headquarters in 22 Italiana Street, Bucharest 2 and shall be opened on November 6, 2007, 12:00 hours.
