ANRCTI launches for public consultation the draft decision of the President of the Decision of the President of the National Regulatory Authority for Communications and Information Technology amending and completing the Decision of the President of the National Regulatory Authority for Communications no.1.480/2005 on the conditions for elaborating and auditing the separate financial statements by the National Company Romanian Post S.A. (CNPR).
Upon the entry into force of the new legal provisions, and having analysed the separate financial statements drawn up by CNPR for the financial year ended on December 31, 2005, the secondary legislation in the field of postal services needs to be reviewed.
Having assessed the level of compatibility of the national legislation with the European relevant legal provisions, based on the data and the expertise acquired by consultation and collaboration with the representatives of the European Commission and of other European regulators, the regulatory framework in this field has been reviewed by the Government Emergency Ordinance no.70/2006 on the amendment and completion of certain normative acts in the filed of electronic communications and of postal services, approved, with amendments and completions, by Law no.133/2007. Therefore, certain provisions of the Government Ordinance no.31/2002 on postal services, approved, with amendments and completions, by Law no.642/2002, subsequently amended and completed, have been reviewed in accordance with the relevant Community legislation.
Following these legislative changes, the ANRCTI regulations have also been revisited, one of the major amendments concerning the methodology for developing the separate accounting system of CNPR, as well as of the conditions for auditing the separate financial statements, in order to ensure proportionality between the requirement of access to specific information and the data that can be provided by CNPR.
The draft decision on the conditions for conducting and auditing the separate accounts of the National Company Romanian Post S.A. is available for consultation on ANRCTI website. The interested persons are invited to send their comments and suggestions by November 5, 2007 to the ANRCTI headquarters (14 Libertatii Blvd., sector 5, Bucharest) or directly to the ANRCTI registration office, as well as to its territorial offices from the closest county capital city.
