Taking into consideration the comments received following the consultation procedure carried during January 22 and February 22, 2008 on the draft measures of the National Regulatory Authority for Communications and Information Technology (ANRCTI) for the identification, analysis and regulation of the relevant markets of fixed termination on the public telephone networks, as well as the updating of the market data available as of December 31, 2007, ANRCTI launches another public consultation, proposing to extend the number of fixed termination relevant markets, and, correspondingly, extend by six alternative operators the number of providers to be designated as having significant market power and to be imposed obligations. The six operators began to provide fixed termination in the second quarter of 2007, so they could not be included in the initial analysis, and were active by the end of the analysed period (December 31, 2007): S.C. Canal S S.R.L., S.C. Datek Telecom S.R.L., S.C. Digicom Systems S.R.L., S.C. Orange Romania S.A., S.C. Thomas Hook Communications Romania S.R.L. and S.C. Voxility S.R.L. As well, ANRCTI intends to eliminate from the list S.C. Fast Corporation – S.R.L., which stopped to provide such services by December 31, 2007.

Thus, ANRCTI launches for public consultation the completion of the following three documents, as regards the extension of the analysis and of the regulation to the six enlisted providers: (1) Explanatory memorandum to the measures of the National Regulatory Authority for Communications and Information Technology for the identification, analysis and regulation of the relevant markets of fixed call termination on the public telephone networks, (2) the draft decision of the President of ANRCTI on the identification of the fixed call termination relevant markets and (3) the draft decision of the President of ANRCTI on the designation of certain alternative providers as having significant power on the markets of fixed call termination on their own public telephone networks and on the imposition of obligations on these operators.

The abovementioned documents are available for consultation on ANRCTI website; the interested persons are invited to express and submit their comments and suggestions by April 15, 2008, to ANRCTI headquarters in 14 Libertatii Blvd., Bucharest 5 or directly to ANRCTI registration office, as well as to the nearest territorial branch in the municipality residence.
