Yesterday, August 4, 2008, the interested tenderers submitted offers in the comparative selection procedure for granting a national licence for the use of radioelectric frequencies in view of providing mobile electronic communications networks and services in the 410-415/420-425 MHz bands.

Four of the 10 companies that bought the Terms of Reference submitted their offers: S.C. NetPoint S.R.L., S.C. Romtelecom S.A., Saudi Oger Ltd. and Tactical Networks AS.

The winner shall be designated on September 8, 2008.

The offers submitted will be assessed based on the turnover (for example, turnover and profit rate during 2005-2007, financial availability for investment in the network roll-out and operation, total amount already invested in the network roll-out and operation), commercial feasibility (for example, marketing plan, date of the commercial launch of all the compulsory services), specialisation and experience (for example, experience in operating public electronic communications networks and in providing electronic communications services).

The most important criterion in designating the winner is the technical feasibility (the optional services proposed, the number of base stations installed) and the coverage of broadband communications services, which the tenderers are committed to providing, for each of the three network installation stages (national and county roads and area covered during the three stages).

The minimum requirements for the coverage of broadband services include: at least 2,500 km national European roads, by 31.12.2013; at least 55% of the country territory by 31.12.2013 and 100 towns with maximum 50,000 inhabitants, by the same date.

The offers will be assessed according to the scoring grid, by a commission consisting of seven members that cannot be shareholders, associates, administrators, auditors or employees of any of the legal entities in the tender or of any legal entity that controls a tenderer.
