Today, August 21, 2008, ANRCTI has opened for allocation non-geographic numbers in the 0ZA = 070 included under the National Numbering Plan (PNN) for the mobile virtual network operators. Such numbers comprise ten digits: national prefix “0” + national destination code “7”, specific to mobile telephone services, + the 8-digit subscriber numbers, “0” being the fist digit (for example, 070x.xxx.xxx).

A mobile virtual network operator – MVNO – is a provider of mobile electronic communications who are not holders of licences for the use of radio frequencies, but provide services using certain features of other public mobile networks, based on certain agreements concluded with the operators of such networks. These services developed on the markets of other countries due to a limited number of radio frequencies available for the provision of mobile electronic communications services.

The electronic communications providers interested in gaining a licence for the use of numbering resources (LURN) for non-geographic numbers in the 0ZA = 070 subdomain may submit requests for such licence starting today, August 21, 2008. Along with the documents required for all categories of numbering resources, the request must include the proof that the requester started the relevant negotiations with a provider of mobile public networks regarding the provision of access to its network.

The numbering resources in the 0ZA = 070 subdomain shall be allotted in blocks of 100,000 numbers.

Beside the numbering in the 0ZA = 070 subdomain, opened today for allocation, in order to provide their services, the mobile virtual network operators may also use numbering blocks yielded by the mobile electronic communications providers, under certain terms, described in the ANRCTI President’s Decision no. 2896/2007.
