Today, the National Authority for Communications has announced its propositions for the Authority’s 2009 Action Plan on the regulation in the fields of electronic communications, postal services and information technology.
“We elaborated the 2009 Action Plan in line with the following objectives: lower invoices, operators’ strict observance of user rights and access to Internet and telephone services for all Romanian citizens, whether they live in the centre of Bucharest or in an isolated mountain village”, Liviu Nistoran, the ANC President, declared.
In order to promote the end-users’ interests, in 2009, ANC will keep implementing the universal service both in the electronic communications and postal services fields. Moreover, ANC will carry out a series of end-users’ information and education campaigns on topics such as the obligations of the providers of electronic communications networks and services to inform the public, telephone number portability or non-requested commercial communications.
As well, in 2009, ANC intends to keep reviewing the relevant markets, to analyse and establish regulatory measures for the markets of fixed call origination and call transit in the public telephone networks, retail fixed telephone services (access and calls), local loop unbundling and bitstream access and leased lines services.
Furthermore, based on the accumulated experience, ANC plans to review certain regulations relating to the general authorisation regime for the provision of electronic communications networks and services, and, respectively, to the list of technical standards and specifications for the electronic communications networks, electronic communications services, associated resources and services, as well as certain regulations related to the number portability implementation.
In the field of scarce resources management, which falls within the Authority’s competence, in 2009, ANC envisages the elaboration of the procedure for the allotment of national short numbers for national services of public interest and the elaboration of propositions for amending and completing the National Table for Frequency Band Allocation (NTFBA). As well, ANC will take part in the elaboration and implementation of national strategies, i.e. digital switchover.
The ANC 2009 Draft Action Plan is available for consultation on the ANC website.
