ANC performed the first assessment of Romtelecom’s compliance with the obligations undertaken in the offer for the 410-415/420-425 MHz mobile communications licence, between 19 and 27 January 2009.

During the tender procedure, Romtelecom had submitted an offer by which it undertook to put the network in operation using these frequencies, by 23 December 2008. This committment in the Romtelecom offer was further stipulated as an obligation in the licence for the use of radio frequencies granted to this operator. Therefore, ANC proceeded to verifying compliance with this deadline, in January 2009.

ANC assessed that the commitments in the offer had been fulfilled and that the number of operational base stations met 112% of the offer provisions, as Romtelecom installed such stations in over 100 localities of 37 counties, some of these localities having more than one operational base station.

Upon the ANC control, the simulated calculation of the service area for the operational base stations revealed a level of coverage above the minimum required by the licence, in more than 650 localities (villages, communes, towns) and a degree of addressability of approximately 40% of the population.

ANC will conduct the first assessment of the geographic coverage provided in the Romtelecom licence on 31 December 2010. The next two network roll-out phases are to be assessed on 30 June 2012 and, respectively, on 31 December 2013.

On 23 September 2008, ANC granted Romtelecom a licence for the provision of mobile communications services in the 410-415/420-425 MHz frequency bands, after having designated this company as winner of this new licence, on 8 September.

This licence allows Romtelecom to build, own and operate a broadband network, as well as to provide broadband communications services. The licence has been granted for a 10-year period.
