ANC has launched two tender procedures, one for the designation of the universal service provider that will make publicly available a directory enquiry service and one for the designation of the universal service provider that will make available an on-line subscriber directory. Both services will include information on the telephone numbers and the personal data of all the publicly available telephone services. ANC invites the interested operators to submit offers either for the provision of the directory enquiry service, or for the provision of subscriber directories, while allowing the designation of one universal service provider for both services, based on the most advantageous offer.
The documentation for submitting the offer is available at the ANC headquarters, free of charge, the submission deadline being 29 April. According to the proposed schedule, the winners should be designated by 30 May 2009, while the services should be launched on 30 October 2009.
“Finally, 7 years after the full liberalisation of the Romanian telephony market, with 50 telephony providers offering services, we are initiating the setup of Romania’s telephone directory, a long-awaited instrument for all the companies and telephony users”, the ANC President, Mr. Liviu Nistoran, declared.
The universal service providers designated following the tender will have the obligation to create and manage complete databases, which should include the fax and telephone number, as well as certain identification data of all the subscribers to publicly available telephone services in Romania, including prepay card users. ”This proceeding will take into due account the right to privacy of the telephony users, who will be included in the directory only if they agree”, Mr. Liviu Nistoran emphasized.
All the entities that have the capacity as providers of publicly available electronic communications services, on the date of submitting an offer, can participate in the tender.
The provider of the subscriber directory will be designated based on criteria such as: the amount the requester undertakes to bear out of the total costs generated by retrieving the data for creating and updating the database from the operators, previous experience in making available subscriber directories to the end-users, the provision of a printed subscriber directory, the maximum number of simultaneous users of the on-line subscriber directory, the provision of a directory enquiry service to telephony operators in other countries, the provision of a subscriber directory in a foreign language, the provision of a directory enquiry service via SMS and the provision of a voice directory enquiry service.
Furthermore, the offers for the directory enquiry service will be assessed based on criteria such as: the amount the requester undertakes to bear out of the total costs generated by retrieving the data for creating and updating the complete database from the operators, the tariff of the interconnection service in view of call termination for access to the subscriber directory service, previous experience in making available subscriber directory services to the end-users, direct connection to a communicated number, the provision of a subscriber directory in a foreign language, the communication of three or more telephone numbers, the provision of the directory enquiry service via SMS and the provision of a subscriber directory in electronic format.
