Following the assessment of the offers submitted by three companies during the two tender procedures for making available a directory enquiry service and a subscriber directory, ANCOM designated as a universal service provider the company InfoClick SA, in association with the Bucharest Branch of Newsphone Hellas SA Athens Greece, for the purpose of creating and managing a subscriber directory, as well as for providing a directory enquiry service.

The offers submitted by InfoClick won with a score of 94.06 points out of 100 for the subscriber directory and with the maximum score for the directory enquiry service.

The other offers were submitted by Mediasat SA, for the subscriber directory and for the directory enquiry service, and by S.C. Borg Design SRL, for the subscriber directory, and received lower scores than the winner’s.

InfoClick has been designated a universal service provider for a 2-year period from the moment of making available to the end-users, for the first time, the subscriber directory and the directory enquiry service. These services must be launched no later than 31 October 2009.

This universal service provider has the obligation to create and manage the complete database, which should include the fax and telephone numbers, as well as certain identification data of all the subscribers to publicly available telephone services in Romania, including the prepay card users who express their agreement in this respect.

The subscriber directory will be made publicly available in electronic format, whereas the directory enquiry service will be made available upon dialling the national short number 118 800, allotted to Infoclick.

Acknowledged that, currently, in Romania, the end-users’ right to have access to a directory enquiry service and to a subscriber directory that should offer information on the telephone numbers of all telephony subscribers who express their agreement thereon is not satisfied by the commercial mechanisms specific to a competitive market, the regulatory authority has designated a universal service provider to make available such services to the users. The Authority has also allotted 118 (xyz) numbers to other 11 providers which could offer directory enquiry services within one year from the allotment date.
