The National Authority for Management and Regulation in Communications has launched for public consultation a draft decision on the amendment and completion of the Regulations for Radio Operators in Romania, in order to support those interested in obtaining a radio operator certificate.
The draft decision aims at modernizing the regulatory framework for certifying the radio operators in the maritime mobile and maritime mobile-satellite services, aeronautical mobile and aeronautical mobile-satellite services, as well as in the radiotelephone service on inland waterways. Thus, the Authority envisages harmonising the provisions of the Regulations for Radio Operators in Romania approved during 2005 with the latest developments in the field on the European and global level, while maintaining a high level of competence and professionalism for radio operators.
The amendments are intended to set up clearer regulations for the procedure of extending the validity of the radio operator certificate. The existing basic rules and principles on training professional radio operators remain unchanged.
At present, there are 11,896 professional radio operators certified by ANCOM, among which: the vessel and aircraft officers, air traffic controllers and vessel traffic management system officers, as well as the personnel of maritime and aeronautical authorities.
According to the legislation in force, the radio operators in the maritime mobile and maritime mobile-satellite services, aeronautical mobile and aeronautical mobile-satellite services, as well as in the radiotelephone service on inland waterways and in the land mobile service, excepting radio operators of the radiocommunications stations within the national mobile telephony networks, must have an adequate knowledge level for operating the respective stations, and ANCOM is the authority that certifies these operators.
