ANCOM and the representatives of the communications industry agreed on amending the general authorisation procedure for the providers of electronic communications networks and services, as well as on lowering the porting tariffs charged between the telephony providers.
Thus, the maximum tariff the donor provider will be able to charge from the acceptor provider was set at EUR 7.8 for each ported number included in the following categories: geographic numbers, location-independent numbers and non-geographic numbers (other than those allotted for mobile telephone services), compared to the maximum value currently in force, i.e. 13 euro. As well, the decision establishes a maximum level of EUR 5.6 for each ported number in the category of non-geographic numbers allotted for mobile telephone services. The maximum value currently in force is EUR 11.
The tariffs were established through the benchmark method, based on the data available weighted by population. According to the data collected by ANCOM, the highest tariffs between operators are charged in Slovakia – EUR 49.79 for porting fixed numbers and EUR 33.19 for porting mobile numbers. The lowest tariffs charged between operators are registered in UK – EUR 0.53 for porting fixed numbers, and, respectively, in Turkey – EUR 0.91 for porting mobile numbers.
So far, in Romania, 255,815 numbers have been ported, 165,956 (i.e. 65%) of these being mobile telephone numbers and 89,859 fixed telephone numbers.
During the Consultative Council meeting, the decision on the general authorisation regime for the provision of electronic communications networks and services was also approved. The decision aims mainly at rendering the authorisation procedure more efficient, including by clarifying and updating aspects such as: the Notification standard form and the Description file for networks and services, the procedure of suspending the right to provide all or certain types of electronic communications networks or services, respectively the procedure on the cessation of the right to provide electronic communications networks or services.
Following the amendment of the general authorisation regime, all the providers of electronic communications networks and/or services will have the obligation to update their data and information under the notification by 31 December 2010, by filling in and sending to ANCOM the notification standard form and the description file for networks and services, such as modified by the present decision, as well as by sending the documents that certify the change of the provider’s identification data or of the mandated representative’s data, as the case may be.
Both decisions will be published in the Romanian Official Journal and will enter into force within 3 days (the decision on the general authorisation regime for the provision of electronic communications networks and services), respectively 15 days (the decision on amending the porting tariffs) from the publishing date.
