7 companies bought the Terms of References which ANCOM launched for sale between 1 and 9 July in order to start the procedures of comparative selection for granting the licences for the use of radio frequencies in digital terrestrial system. In view of participating in the selection procedures organised for the granting of the first two DVB-T multiplexes, the following companies purchased the Terms of References: S.C. RCS & RDS S.A., S.C. Romtelecom S.A., TDF S.A.S., Radiocommunications National Company S.A., Media Sat S.R.L., Österreichische Rundfunksender GmbH & Co KG (ORS) and General Satellite Sofia.
Out of the 7 buyers, General Satellite Sofia bought only the Terms of Reference for the first digital terrestrial multiplex, whereas the other six companies bought both Terms of References for the first 2 digital terrestrial television multiplexes.
According to the schedule of the selection procedures, the deadline for submitting the offers is 31 August for both multiplexes, while the winners will be designated on 28 September 2010, for the first multiplex, and respectively on 8 October 2010, for the second one. Where the offer assessment involves the processing of a large volume of information, ANCOM may extend the deadlines for designating the winners and, respectively, for submitting complaints.
The comparative selection procedures will encompass three stages: the qualifying stage, when the Commission designated by ANCOM will verify whether the tenderers observe the minimum requirements provided in the Terms of Reference, the offer assessment stage, when only the qualifying offers will be assessed and, respectively, the winner designation stage, when the two licences for the use of radio frequencies in the digital terrestrial system will be granted to the tenderers with the highest score. The participants in the comparative selection procedures can submit a complaint regarding the tender result within 3 working days from the date of receiving the notification on the tender result. A commission designated by ANCOM will settle the complaints within 7 days from the submission date.
