The National Authority for Management and Regulation in Communications (ANCOM) extends by two weeks the deadline for submitting the offers for the 7 companies interested in operating the first 2 digital terrestrial television multiplexes (DVB-T) on the Romanian territory.

ANCOM’s decision to extend the deadline for submitting the offers for both multiplexes – from 31 August to 17 September 2010 – is grounded on the requests received from most of the buyers of the Terms of Reference related to the comparative selection procedures for granting the licenses for the use of radio frequencies in digital terrestrial system, in view of operating the first two multiplexes of digital terrestrial television (DVB-T). Thus, in order to be able to improve their offers, several companies interested in taking part in the selection procedure requested the deadline for submitting the offers to be extended with a period between 2 and 4 weeks.

The extended deadline also updates the procedure schedule provided in the Terms of Reference. According to the new schedule, the winners are to be established on 18 October 2010 for the first multiplex and, respectively, on 28 October, for the second one. Depending on the date when the commission appointed by ANCOM completes the offer assessment, the terms for establishing the winners may either be shortened or extended.

Between 2 – 9 July, a number of seven companies purchased the Terms of Reference launched for sale by ANCOM in order to start the procedures of comparative selection for granting the licences for the use of radio frequencies in digital terrestrial system: S.C. RCS & RDS S.A., S.C. Romtelecom S.A., TDF S.A.S., National Radiocommunications Company S.A., Media Sat S.R.L., Österreichische Rundfunksender GmbH & Co KG (ORS) and General Satellite Sofia.

The participants in the comparative selection procedure may submit complaints regarding the result of the tender, within 3 working days from the date the winner is established. Within 7 days from the date the complaints are submitted, a commission appointed by ANCOM will settle the respective complaints.
