On July 15th, 2011, ANCOM (the Beneficiary) and MCSI (the Intermediate Body) have signed the financing contract for “E-ANCOM.RO – THE E-LEARNING PLATFORM for ANCOM” project within the Sector Operational Programme “Increase of Economic Competitiveness” 2007-2013, Priority Axis 3 “Information Technology and Communications for private and public sectors”, Key Area of Intervention 2 “Developing and increasing the efficiency of electronic public services” Operation 3 “Supporting the setting-up of E-Learning solutions”.
The total value of the project subjected to the non-reimbursable financing amounts to 10,917,407.64 lei, out of which: the eligible value amounts to 8,804,361.00 lei, and the non-eligible value amounts to 2,113,046.64 lei (i.e. the VAT). Project’s implementation period is 20 months.
The overall objective of the project is to develop an e-learning portal (with intranet and internet components) which would facilitate the access to information and provide state-of-the-art technological support for the purpose of rendering, via IT&C means, more efficient professional trainings, improvement and continuous information of the ANCOM personnel, on one hand, and would also allow for the access of the entities operating in the area regulated by ANCOM to alternative training modules concerning the regulated fields and the registration and reporting methodology, on the other hand.
The specific objectives under this project are the following:
- Create and implement an e-learning software platform that would allow for the provision, by electronic means, of an online available training solution for the ANCOM employees and for representatives of the regulated entities or for students of specialty faculties or high-schools
- Integrate the e-learning platform into an Internet and an Intranet portal whereby to manage the whole interaction with the e-learning solution, including the users’ secured and authenticated access and the virtual library of electronic documents associated to the electronic learning process (including the specific work flows attached to these documents)
- Develop and fill the e-learning platform with 80 courses, structured on 7 training areas (technical, regulation, IT, management, foreign languages, legislation, activity efficiency), out of which: 72.5% represent courses specific to the Authority’s core activity, and 27.5% are generic courses
- Implement a hardware technological platform which would support the functioning of the e-learning platform at the required quality and performance criteria
- Provide training to a representative group of key-users for the use and management of this information system
- Enhance ANCOM staff’s level of professionalism and professional quality by making more efficient the training process and ensuring an annual training of 90% of the employees
- Ensure theoretical training activities, for the students that benefit from training sessions within the Authority, by taking at least one online course – for 100 students a year (first and second Bologna cycles)
- Ensure theoretical training and verification activities for authorisation issuing, concerning radio-amateurs
- Ensuring specialized training for the radio operators in the land mobile radio service
- Create within the e-learning platform a content-based Virtual Library (minimum 50 titles – books, specific documentations), which would ensure standardization for the materials used within employees’ training process, as well as a “Competence Assessment Centre”-type section, intended for the online testing of employees’ acquired knowledge
- Assess the knowledge acquired by the students who benefit from training sessions within the Authority, for the purpose of adjusting the training sessions to their needs (minimum 100 examinations a year).
