ANCOM

The National Authority for Management and Regulation in Communications (ANCOM) designated thewinner of the tender held for awarding the contract concerning the set up of a Laboratory accredited for electromagnetic compatibility tests. The contract covers the design, construction, provision, installation and integration of the specific equipment as well as the training of the ANCOM staff that is to work within this lab.
 
The offer submitted by theAssociation between S.C. COMTEST S.R.L. and S.C. THERMO FIX S.R.L. was declared a winning offer. The winner offered a price of RON 14,606,830.00 (without VAT), respectively EUR 3,282,728.80. Four offers were received within the tender procedure: from the Association between S.C. SILVER TRADING S.R.L. and S.C. InterNET S.R.L., the Association between S.C. UTI SYSTEMS S.A., S.C. ARC BRASOV S.R.L. and S.C. UTI CONSTRUCTIONS & FACILITY MANAGEMENT S.A., the Association between S.C. COMTEST S.R.L. and S.C. THERMO FIX S.R.L. and the Association between S.C. ROMKATEL S.R.L., S.C. BOG’ART S.R.L. and S.C. ALLIED ENGINEERS GRUP S.R.L.
The project will be financed from the ANCOM own resources. The building where the laboratory will be operational is to be built in a locality located in Brasov county, i.e. Prejmer, on a 2,834 square meters terrain belonging to the Authority.
The deadline for setting up the laboratory is 19 months from the signing of the contract and this encompasses the timelines for providing the design services, the timeline for performing the construction works and the works of provision, installation and integration of the specific equipment, including the timeline for providing training services to the authority’s staff.
The laboratory accredited for electromagnetic compatibility tests will enable ANCOM to verify, in line with its duties, whether the electrical and electronic products put for sale on the Romanian market are compliant with the European directives in force as regards electromagnetic compatibility, protection of users’ and any other persons’ health and safety. Furthermore, one of the essential objectives of the project is to verify the radio equipment in terms of efficient use of the radio spectrum. This is necessary in order to prevent the occurrence of harmful interferences which could hamper the proper use of the spectrum by the licence holders or end-users.
The ANCOM laboratory will be accredited exclusively for the measurements required in view of carrying out the activity of control of the electronic communications market, will cover a wide range of tests and will benefit from state of the art technology. The Authority will be able to make various types of tests and measurements, such as tests of the power sources, electromagnetic compatibility tests from the emissions and immunity standpoint, immunity tests before electrostatic downloads, tests of the telecommunications electromagnetic impulses, tests on the telecommunications equipment in operation, TEM (transversal electromagnetic) measurements or SAR measurements for mobile phones.
