1. The Romanian Authority for Management and Regulation in Communications (ANCOM), fiscal code: 14751237, 2 Delea Noua Street, 3rd District, Bucharest, tel. (+40)372845400/(+40)372845454, fax (+40)372845402, e-mail: ancom@ancom.org.ro, hereby invites requests from all the persons interested in becoming a universal service provider, who will have the obligation to provide between 1 January 2014 and 31 December 2018,throughout the Romanian territory,under the conditions established by the legislation in the field of postal services, the following postal services within the scope of universal service:
a) clearance, sorting, transport and delivery of domestic and cross-border items of correspondence, printed matter items and direct mail items up to (including) 2 kg;
b) clearance, sorting, transport and delivery of domestic and cross-border cecogrammes;
c) clearance, sorting, transport and delivery of domestic and cross-border postal parcels up to (including) 10 kg;
d) distribution of postal parcels weighing between 10 and 20 kg, sent from outside Romania to an address located on the Romanian territory;
e) service for registered items, dealing with domestic and cross-border postal items up to (including) 2 kg provided at letter a);
f) service for insured items dealing with:
1. domestic and cross-border postal items up to (including) 2 kg provided at letter a);
2. domestic and cross-border postal parcels up to (including) 10 kg;
3. postal parcels weighing between 10 and 20 kg, sent from outside Romania to an address located on the Romanian territory.
The persons interested in acquiring the capacity as a universal service provider will submit a designation request for at least one of the categories provided at letters a), b), c) or d), cumulatively with the provision of the service for registered items, respectively with the provision of the service for insured items within the category or the categories chosen.
The right of access to universal service is the right of benefiting from the uninterrupted provision of the postal services within the scope of universal service, at a certain quality level, at any point on the Romanian territory, at affordable tariffs.
2. The universal service providers who will have the obligation to provide postal services within the scope of universal service in the sector of postal services will be designated under the provisions of the Decision of the National Authority for Management and Regulation in Communications no. 541/2013 on the conditions and procedure of designating universal service providers in the field of postal services, published in the Romanian Official Journal, Part I, no. 554/02.09.2013.
3. The deadline for sending the designation requests is 25 October 2013, 14.00 hours.
4. The requesters may send the designation request for the provision of universal service along with the other required documents, exclusively in one of the following ways:
  • by submitting it, personally or by a requester’s mandated representative, upon signature;
  • through a postal service for registered items with advice of delivery;
  • in writing, in electronic format to which it was incorporated, attached or logically associated an extended electronic signature, based on a qualified certificate unsuspended or unrevoked at the respective moment and generated by means of a secured device for generating an electronic signature.
5. The requests shall be sent to the ANCOM headquarters in 2 Delea Noua, Sector 3, 030925 Bucharest, e-mail: ancom@ancom.org.ro together with the other required documents.
The sending date will be deemed, as applicable, the date of entry in the general correspondence registry of ANCOM, the date of receiving the documents at the ANCOM headquarters by a postal service for registered items with advice of delivery, or the date of confirming the reception of the request in electronic format.
6. The information regarding the economic and financial capacity, as well as the eligibility conditions the requesters must fulfil are provided in the ANCOM President’s Decision no. 541/2013.
