The inspectors of the Romanian Authority for Management and Regulation in Communications (ANCOM), together with representatives of the Neamt County Police Inspectorate, have undertaken today, 30 October, a control action on the vehicles equipped with mobile emission-reception devices using the 27 MHz band. The action was aimed at inspecting the equipment used by the drivers in motion at the outskirts of the town of Roman, in order to check the extent to which they observe the technical specifications provided by law.
The control action was performed at the crossroads of the European roads E85 and E583 in the proximity of the town of Roman, where, for several hours, the ANCOM representatives together with Traffic Police agents of the Neamt County Police Inspectorate verified the mobile radiocommunications equipment installed on 26 vehicles. These controls revealed that 3 of the verified drivers were not using stations compliant with the standards in force, since their technical characteristics were different from the legally allowed ones. As the equipment missed the CE marking or used a power above the maximum regular one, of 4 Watt, the respective drivers were sanctioned by warning.
A similar action was conducted in September in the county of Neamt, the ANCOM representatives and the Traffic Police agents sanctioning 3 drivers by warning, for similar breaches.

Mobile radiocommunications stations that operate in the 27 MHz ”citizen band” may be used without a licence for the use of radio frequencies granted by ANCOM. However, their users must observe a series of technical rules. The licence-exempted band ranges between 26.960 and 27.410 MHz and is mainly intended for communications between nearby points, having a regulated power of maximum 4 Watt (effectively radiated power). The operating technical parameters are established by ANCOM in Decision no.1722/2011.
“These actions are aimed at ensuring discipline among those who use the ‘citizen band’, their first objective being to increase the drivers’ awareness of the fact that there are also rules in place for the so-called ‘free band’ and that these rules have been established to ensure the use of this band in the best conditions for all the participants in traffic and for all the spectrum users. The emission-reception equipment available in the market observes the technical rules in force, but their users sometimes increase the emission power. It is worth noticing that those in breach of these rules are liable for a sanction, i.e. a minimum fine of RON 5,000”declared Cristin POPA, Director of ANCOM’s Monitoring and Control Executive Division.
ANCOM will pursue these control actions in towns throughout Romania, together with the Traffic Police, as well as along the European and national roads, in order to ensure that all the users of this band use it in the best conditions.
