The Romanian Authority for Management and Regulation in Communications (ANCOM) published today for public consultation the Authority’s draft action plan for 2014.
ANCOM will continue to be actively involved in the implementation of the infrastructure law. Having taken steps, in 2013, so that all those referred to by this law should know their rights and obligations, in 2014 ANCOM will start a project for creating a national inventory of the public electronic communications networks and of the associated infrastructure elements, to be continued throughout several years, and will continue the infrastructure law communication campaign.
With a view to promoting competition in the electronic communications field, ANCOM will review the relevant markets for the services of unbundled access to the local loop and of leased lines-terminating segments, will identify the providers with significant market power – as the case may be – as well as the corresponding remedies.
For the effective management of the radio spectrum, ANCOM will support the digital switchover process by organising the selection procedure for granting five DTV multiplexers. Moreover, the Authority will elaborate the documentation for organising the selection procedure for the purpose of granting the rights of using the radioelectric spectrum in the 3400 – 3800 MHz band, will adopt the Strategy for granting the rights of usage of the 410 and 450 MHz bands and will elaborate the strategy for granting the rights of usage of the radioelectric spectrum unawarded following the 2012 auction in the 800 MHz and 2600 MHz bands.
In order to increase the users’ awareness, the Authority envisages amending the ANC President’s Decision no.77/2009. Furthermore, the Authority will conduct an ample control campaign on the providers of publicly available electronic communications services, in order to check the provision of the minimum clauses in the contracts concluded with the end-users.
Concerning the postal sector, in 2014, ANCOM will determine the net cost, will establish the financing mechanisms for the universal postal service and will approve the Framework-agreement and the rules of providing the postal services within the scope of universal service. Access to the universal service is a person’s right to benefit from the uninterrupted provision of the basic postal services, at a certain quality level, at any location on the territory of Romania, at affordable tariffs.
As regards preventing incidents that may affect the security of publicly available electronic communications networks and services, the Authority will elaborate a guide for the implementation of minimum security measures to be taken by the providers and a guide for reporting incidents that affected the security of electronic communications networks and services. In the same vein, the Authority will draw a report on the incidents occurred during 2013, as well as a report regarding the security measures implemented by the operators.
