The National Authority for Management and Regulation in Communications (ANCOM) has launched today, for public consultation, the draft of the Postal Regulatory Strategy 2025 – 2026, a document which establishes the main lines of action for the development of a competitive, innovative and user-oriented postal sector.
Status and Prospects
Romanians benefit from dynamic and competitive postal services. In the transition to the Gigabit society, paper mail tends to become a niche service, while e-commerce deliveries meet people's needs to a growing extent and guarantee the long-term development of the postal sector.
If the current growth rates are maintained, the value of the postal sector in Romania may well exceed the value of the electronic communications sector, in 2029-2030. At a time when data significantly impact growth and innovation in all sectors, the use of big data increases the competitiveness of postal networks and services and can also improve public policies.
Strategic Objectives
In the context of profound changes in the postal services market, ANCOM aims at:
- ensuring postal connectivity for all, including in rural areas;
- promoting competition and innovation in the provision of postal services;
- promoting the security, resilience and sustainability of postal services;
- mobilizing users through modern and transparent tools.
The objectives support the interests of postal service users, support economic efficiency and stimulate innovation, which are essential elements of ANCOM's mission in this market. Information tools are also provided as a way of empowering users to exercise their rights and benefit from the postal services they find appropriate.
Action Lines
In the context of the upcoming reform of the European legal framework on postal services, announced for 2027, ANCOM aims to actively participate in the European dialogue on the matter, promoting national priorities, while it pursues updating the rules to keep up with the developments in the postal services market, ensuring flexibility for the Member States of the European Union, strengthening the role and powers of regulatory authorities in this field and protecting vulnerable users.
With a view to promoting postal competition, ANCOM also aims to stimulate the development of automated systems under safety conditions and to monitor the authorized provision of postal services, especially by online platforms.
The Authority will also update and apply measures to ensure the framework for the provision of the universal postal service by 2029.
Given the substantial change in the way postal services are used, the needs for universal postal service must adapt accordingly, therefore it is absolutely necessary to revise the European and, implicitly, the national legislation, to reflect the requirements of the Gigabit society.
Nowadays’ increase in goods traffic requires focusing on issues such as innovative delivery methods, once with addressing the challenges posed by vulnerabilities such as the trafficking of illegal goods through postal parcels and the cybersecurity of postal networks.

The draft Postal Regulation Strategy 2025-2029 is available for consultation, in Romanian, here. Interested entities are invited to submit comments and proposals by 23 October 2025, at ANCOM's headquarters (2 Delea Noua Street, sector 3, Bucharest), by the Online Registry or through the regional divisions of the Authority.
