Since the launch of the number portability service in October 2008, more than 13.6 million phone numbers have been transferred between operators within Romania’s fixed and mobile networks. Regulated by ANCOM, number portability enables users to choose the most suitable offer for their consumption needs, while keeping their telephone number. In the first nine months of 2025, 1.01 million numbers were ported—96% of which were mobile numbers.

This year until 30 September, 1,017,140 telephone numbers were ported, of which 982,073 were mobile phone numbers and 35,067 were fixed telephone numbers.
In the mobile segment, Digi Romania received the highest number of ported numbers—578,518, followed by Vodafone with 193,265, Orange with 171,127, and Telekom Romania Mobile Communications with 39,158.
As for fixed telephony, Orange Romania received 14,273 numbers, Digi Romania – 8,008, and Vodafone – 5,443.

Since the launch of the portability service in Romania, 13,644,710 telephone numbers have been ported. Of these, 12,416,119 are mobile numbers and 1,228,591 are fixed telephone numbers.
A significant increase occurred in 2014, with the total of numbers ported between operators increasing significantly and exceeding 500,000 numbers. Starting in 2021, more than 1 million numbers have been ported annually.

Phone number portability
Telephone number portability is a service regulated by ANCOM and made available to users by electronic communications service providers that use numbers from the National Numbering Plan. The portability service expands the freedom of choice for end users and gives them the opportunity to enjoy the benefits of a competitive telephony market. In addition to issuing the necessary regulations, ANCOM also contributes to the technical implementation of the portability service.
The administrative processes involved in number portability are managed through a dedicated IT system operated by ANCOM. The authority continuously monitors the system’s performance and provides support to operators to ensure smooth and efficient porting procedures.
