ANRCTI is submitting to public consultation the terms of reference for the designation of a Universal Service provider that should make publicly available a directory enquiry service and a subscriber directory.

 

The Universal Service provider designated by tender shall have the obligation to create and manage a complete database which should include the telephone and fax numbers, as well as certain identification data of all the subscribers to publicly available telephone services in Romania who agree that their telephone and fax numbers be listed in the subscriber directory. This database shall be made available to the end-users, including to the users of public pay telephones, irrespective of the network type and of the technology used, by means of a directory enquiry service and of a directory of subscribers, within 250 calendar days from the date of communicating the designation decision. The database shall be monthly updated by the Universal Service provider.

The directory enquiry service will be available by means of a short national number within the 118(xyz) range, which the aspiring providers have the obligation to obtain from ANRCTI, prior to the tender. Calls to this number shall be charged on a call-by-call basis. In the terms of reference, ANRCTI proposes a maximum interconnection tariff for call termination to the directory enquiry service, specified in the tenderer’s technical proposal, of EUR 0.23/call (VAT not included).

An on-line subscriber directory shall be available to all the users, cost-free.

The database shall include the subscribers’ telephone and fax number/numbers and certain identification data, i.e. surname, first name, domicile, for natural persons, or company name, or headquarters, unique registration code and names of branches or subsidiaries, for legal persons.

 

The scoring grid for the technical proposals received from the interested providers shall encompass criteria such as the tariff charged for the interconnection in view of call termination to the directory enquiry service, previous experience in providing the end-users with the directory enquiry service and with the directory of subscribers, provision of additional services (i.e. access to services of enquiring foreign directories of subscribers, direct connection to an enquired number, information in other language than Romanian, enquiry of three or more numbers per call), provision of a printed subscriber directory, the operator’s maximum answering timeframe for the received calls and the number of possible simultaneous users of the online subscriber directory.

 

The draft terms of reference is available for consultation on ANRCTI website. The interested persons are invited to express and submit their comments and suggestions by September 15, 2008to ANRCTI headquarters in 2 Delea Noua Street, Bucharest 3 or directly to the ANRCTI registration office, as well as to its territorial offices in the closest county capital city.
