Today, 17 November 2025, the National Authority for Management and Regulation in Communications of Romania (ANCOM) and the Georgian National Communications Commission (ComCom) have signed a Memorandum of Understanding (MoU), which establishes a framework for bilateral cooperation in the areas of electronic communications regulation and radio spectrum management.
The MoU was signed by Valeriu Ștefan Zgonea, President of ANCOM, and Ekaterine Imedadze, Commissioner of ComCom, during the World Telecommunication Development Conference (WTDC‑25), organized by the International Telecommunication Union (ITU). ITU, the oldest specialized agency of the United Nations, is unanimously recognized as the world’s leading centre of expertise in the field of information and communications technology.
Romania’s delegation to the ITU World Telecommunication Development Conference also includes His Excellency Mr. Vasile Soare, Ambassador Extraordinary and Plenipotentiary of Romania to the Republic of Azerbaijan, as well as Senator Cătălin Silegeanu and Senator Grigore-Adrian Peiu, member and secretary of the Committee on Communications, Information Technology and Artificial Intelligence of the Romanian Senate.
The MoU signed by President of ANCOM is designed to strengthen bilateral dialogue, facilitate the exchange of information, and promote technical and regulatory cooperation in areas of mutual interest, in compliance with each party’s applicable legislation and international obligations.
ANCOM and ComCom will collaborate on regulatory matters concerning electronic communications identified as being of common interest, particularly in areas such as radio spectrum management and monitoring, regulatory policies for satellite communications—including satellite frequency monitoring—broadband infrastructure development, and projects involving submarine cables.
The MoU also provides for the possibility of organizing regular or ad hoc discussions, as appropriate, to examine technical, legal, and other aspects related to radio spectrum regulation and administration, as well as other issues relevant to the communications markets of both countries.
This step is part of ANCOM’s strategy to reinforce its role as a facilitator and trusted expert in its areas of competence, while enhancing its expertise in electronic communications regulation and radio spectrum management. In a sector where technologies and communications know no borders, international cooperation is essential to address global challenges effectively and to ensure a secure, stable, and competitive communications environment for the benefit of all users.
