ANCOM has released its draft Action Plan for 2026, outlining the Authority’s main priorities for the coming year. The projects cover technical and economic regulation of electronic communications services and networks, radio spectrum management and monitoring, and measures to implement the Digital Services Act (DSA) in Romania. In the postal sector, ANCOM will focus on monitoring compliance with obligations imposed on the designated universal service provider.
Electronic communications regulations
In the electronic communications sector, ANCOM plans to update information on the availability of broadband internet services by publishing a list of areas lacking functional services provided at fixed locations and by conducting a study on the coverage of public fixed networks capable of providing such services.
The Authority will also update the universal service implementation framework, revising conditions and procedures for designating providers to ensure the availability of a minimum package of broadband internet access and voice communications services, at an appropriate level of quality, for all end users.
Furthermore, the Plan includes initiatives to change the format and manner of transmission for data on the development and geographical location of public electronic communications networks and associated physical infrastructure, and to update the framework for collecting statistical data.
Postal Services Regulations
The Authority will continue monitoring compliance with the obligations established for the universal service provider by preparing a report on the compliance with the quality requirements for 2025, monitoring the obligations regarding its separate financial statements, updating the value of the weighted average cost of capital employed and analyzing the net cost associated with the provision of the universal postal service.
Moreover, the draft Action Plan includes studies and reports on the implementation of self-service delivery solutions, parcel service quality, the impact of e-commerce on the postal market, and sector statistics. Monitoring compliance with Regulation (EU) 2018/644 on cross-border parcel delivery will continue, including through the collection and verification of data submitted by postal service providers.
Spectrum and Numbering Resource Management
As regards the administration and management of radio spectrum and numbering resources, the draft Action Plan for 2026 provides for revising certain spectrum usage tariffs and amending provisions on granting rights to use radio frequencies by direct assignment. ANCOM will also analyze cases where returned number blocks contain ported numbers still in use in other networks and will take the appropriate measures.
Spectrum monitoring and control of obligations imposed on providers
As regards the monitoring of the radio frequency spectrum, ANCOM will continue activities to measure mobile service coverage and verify compliance with obligations imposed on electronic communications and postal service providers.
Digital services
Next year, ANCOM will continue to develop secondary legislation provided for by Law no. 50/2024, including procedures for informing intermediary service providers and a regulatory framework for inspections by ANCOM’s control staff. Verification of compliance with the Digital Services Act by intermediary service providers in Romania will also be pursued.
