ANCOM

1 in 5 mobile internet connections used 5G networks, which accounted for 7% of total mobile internet traffic. In the first half of the year, fixed internet connections capable of Gigabit speeds surpassed 2.5 million, while average monthly data consumption reached 111 GB per capita—97 GB on fixed networks and 14 GB on mobile. ANCOM’s report on the telecom market in the first half of 2025 is available, in Romanian, here . The summary of the main results is presented below.

Fixed Internet

  • 6,9 million connections, up 1% from end-2024; 37% are Gigabit, with growth driven mainly by individual subscribers in rural areas;
  • the average monthly traffic reached 97 GB per inhabitant (+8%);
  • by number of connections, the top 3 providers were: Digi 73%, Orange 15% and Vodafone 10%.

Mobile Internet

  • 21,8 million active connections, of which 18.7 million used 4G and/or 5G;
  • 4G networks continue to support mobile internet traffic, accounting for 92% of all;
  • the average monthly traffic was 14 GB per capita (+6%), approximately 460 MB daily;
  • by number of active connections, Orange held a market share of 35%, Digi 32%, Vodafone 21%.

Mobile telephony

  • the number of SIM cards returned to 23 million (+1%), driven by subscription growth (+3%), with a decline in the number of prepaid cards (-5%);
  • voice traffic decreased to 27.8 billion minutes (-3%), averaging just over 4 hours per inhabitant each month;
  • by number of active cards, Orange held the largest market share (34%), followed by Digi (30%) and Vodafone (24%).

Television

  • TV service subscribers remained above 7.8 million;
  • the cable segment continued to grow (+2%) to 7.1 million, while the satellite segment of TV services declined (-11%);
  • by total subscribers, Digi held 74% market share, Orange 13%, and Vodafone 9%.

Telecom revenues

  • total revenues in the telecom sector registered a slight decrease (-1%) in the first half of 2025, reaching RON 7.9 billion (almost EUR 1.6 billion), the evolution being mainly driven by the decrease in mobile telephony revenues;
  • Market share by revenue: Orange – 33%, Digi – 31%, Vodafone – 23%.

The statistical data report on the electronic communications market in Romania for H1 2025 is prepared by ANCOM based on the statistical data reported by the providers that have the obligation to submit to ANCOM the values of the indicators corresponding to the categories of services according to Decision no. 333/2013.
