ANCOM

Today, 18 November 2025, the President of the National Authority for Management and Regulation in Communications of Romania (ANCOM), Valeriu Ștefan Zgonea, and the Chairman of the Board of Directors of the Information and Communication Technologies Agency (ICTA) of the Republic of Azerbaijan, Nail Mardanov, signed a Memorandum of Understanding (MoU). This MoU establishes the framework for bilateral cooperation in strategic areas such as electronic communications, postal services and radio spectrum management.

The document was signed during the World Telecommunication Development Conference (WTDC-25), organized by the International Telecommunication Union (ITU) in the Republic of Azerbaijan.

The MoU aims to strenghten bilateral dialogue, promote the exchange of information and best practices, and implement technical and regulatory cooperation activities in areas of mutual interest, in compliance with each party’s applicable legislation and international obligations.

ANCOM and ICTA will collaborate on topics of common interest regarding the regulation of telecom and postal sectors, including spectrum management and monitoring, electromagnetic compatibility and radio equipment testing, broadband network mapping and digital infrastructure development, security and resilience of electronic communications networks and services, as well as the regulation and development of postal services.

This step is part of ANCOM’s strategy to reinforce its role as a facilitator and trusted expert in its areas of competence, while enhancing its expertise in electronic communications regulation, postal services and radio spectrum management. In a sector where technologies and communications know no borders, international cooperation is essential to address global challenges effectively and to ensure a secure, stable, and competitive communications environment for the benefit of all users.
