In the presence of Mr. Abdulkadir Uraloğlu, Minister of Transport and Infrastructure of the Republic of Turkey, the National Authority for Management and Regulation in Communications of Romania (ANCOM) and the Information and Communication Technologies Authority of the Republic of Turkey (BTK) strengthened their international cooperation and collaboration in the field of electronic communications and postal services, by signing a Memorandum of Understanding.

The Memorandum sets out a framework for enhanced cooperation and exchange of experience between the two institutions in the field of electronic communications and postal services, regarding satellite regulatory policies, the security and resilience of telecommunications networks and services, the management and monitoring of radio frequency spectrum, the development of broadband infrastructure, as well as other regulatory aspects of electronic communications and postal services that are of common interest. Moreover, it is aimed at furthering the successful collaboration between the two parties’ representatives within international organisations in the field, such as the International Telecommunication Union (ITU), a global forum marking the development of the telecommunications sector throughout its 160 years of existence.

The Memorandum provides for the possibility of organizing debates – regularly or on a case-by-case basis – regarding technical, legal or other aspects regarding the regulatory and spectrum management activities, as well as other aspects relevant to the communications markets in the two countries.

This approach is part of ANCOM’s strategy to strengthen the Authority’s role as a facilitator and expert in its fields of competence, while fostering experience exchanges on the regulation and administration in the electronic communications and postal services sectors. BTK has widely-recognized expertise in the area of convergence between satellite and terrestrial connectivity. In turn, ANCOM can share regulatory practices applicable both at European and international level, due to its role as an active partner in the relevant working structures at EU level, as well as in those of international organizations and given its experience in transposing and implementing Community rules.

The Memorandum has been signed in the context of the BTK International Conference, which marks the 25th anniversary of BTK’s activity and is organised between May 29 and 30 in Ankara, Republic of Turkey.
