The regulatory strategy in the field of postal services for the period 2017-2020 was structured on the following directions of action: promoting the interests of users of postal services, ensuring the right of access to the universal service, promoting competition and encouraging investments and promoting innovation.

In order to achieve the proposed objectives, ANCOM continued to monitor the conditions for the provision of postal services and their quality, to inform users about their rights in the relationship with postal service providers and to analyze to what extent the postal services available on the market ensure the satisfaction of needs specific of users with special needs.

The regulatory activity of the Authority’s postal services is harmonized with the directions of action and with the strategic regulatory objectives established according to the evolution of the market and the regulations at the community level.

ANCOM has adopted and published on August 13, 2012 the Regulatory Strategy for Postal Services for the 2012-2016 timeframe, identifying as main action lines the promotion of the postal service users’ interests, the ensuring of the right of access to universal service, the promotion of competition in the postal sector, the fostering of investments and innovation.

In the context of the full liberalisation of the postal market as of 1 January 2013, ANCOM bore in mind the need to ensure continuous provision of the postal services within the scope of universal service, while the universal service provider was designated and the legal framework for the provision of these services was set in line with the identified needs. In this regard, ANCOM assessed the opportunity to modify the set of services within the scope of universal service, established new conditions for the provision of postal services within the scope of universal service and monitored their compliance, set the modality of calculation of the net cost and identified and defined the financing mechanisms in view of its compensation, ultimately aiming to open the access of other operators from the postal market to the types of services reserved to the universal service provider until 31 December 2012.
