According to the legal provisions, ANRC shall be financed exclusively from extra-budgetary incomes. This financing system is meant to guarantee the independence of the independence of the regulatory authority. Thus, the legal framework establishes the following income sources for ANRC: -the due monitoring tariff, in conformity with the provisions of Art.47 and 48 of the Government Emergency Ordinance no.79/2002, for the activities of surveillance and control of the electronic communications market, performed by ANRC;

-the annual monitoring tariff, owed in accordance with the provisions of Art.51 of the Ordinance no.31/2002 on postal services;
-the tariff for the use of the numbering resources, owed under the provisions of Art.19 para.(2) of the Government Emergency Ordinance no.79/2002;
– other incomes realised by ANRC according to the legal provisions in force. ANRC decided not to charge a tariff for the use of the numbering resources, in order to stimulate the development of the electronic communications market.

The provisions of the Government Emergency Ordinance no.79/2002 also mention the possibility that ANRC accept donations, legacies and sponsorship, under the legal provisions. Despite all these, so far, ANRC has not benefited from such incomes, i.e., ANRC actually obtains all its incomes from the monitoring tariff owed by the providers of electronic communications and of postal services.

The monitoring tariff

The annual monitoring tariff represents a tariff owed ANRC by the providers of electronic communications and of postal services, which is calculated as a a percentage from the turnover of each provider. While for the postal services providers this is a fixed percentage of 0.1% of the turnover, for the providers of electronic communications networks and services the tariff may vary, but may not exceed 0.5% of the previous year’s turnover. ANRC established that the monitoring tariff owed by the providers of electronic communications networks and services for the year 2004 is of 0.23% of the turnover for the year 2003.
