Thus, ANCOM:

  • drafts and updates the general authorisation regime, under which providers of electronic communications networks and services are granted the right to enter and operate on the market;

  • promotes competition on the market, designates providers of electronic communications networks and services with significant market power and imposes on them appropriate, proportionate and justified obligations, based on the nature of the problems identified;

  • adopts the National Numbering Plan and issues regulations on the use of numbering resources, as well as associated technical resources;

  • conducts studies regarding the coverage of electronic communications networks;

  • protects the rights of end-users by adopting targeted regulations (for example, in the case of persons with disabilities), ensuring transparency of minimum contractual conditions and monitoring providers’ offers;

  • continuously monitors the electronic communications market in Romania, through specific instruments;

  • monitors the security of electronic communications networks and services;

  • monitors the application of the single maximum EU-wide termination rates for voice call termination services at fixed and mobile locations, pursuant to Regulation (EU) 2021/654;

  • monitors, at national level, compliance with Regulation (EU) 2015/2120 on open internet access;

  • authorises the application of surcharges for the provision of international roaming services;

  • ensures the implementation of universal service mechanisms by issuing the relevant regulations;

  • settles disputes involving providers of electronic communications networks or services.

Thus, ANCOM is:

  • monitoring and supervising compliance with the obligations imposed on providers of electronic communications networks and services under the general authorisation regime;
  • managing numbering resources at national level and granting licences for the use of numbering resources;
  • carrying out market analyses in order to determine the relevant markets in Romania susceptible to ex ante regulation and, subsequently, designating undertakings with significant market power and imposing specific obligations, where appropriate;
  • verifying and assessing the measures implemented by providers to ensure security and imposing corrective measures, where appropriate;
  • monitoring compliance with obligations regarding the correct and complete information of end-users;
  • conducting information campaigns and publishing guidelines for users, industry and public authorities regarding the electronic communications market, postal services and digital services;
  • cooperating with national and European authorities competent in the fields of electronic communications, cybersecurity, postal and digital services, and consumer protection;
  • managing the financing mechanisms for obligations related to the provision of universal service, as provided by the relevant legislation;
  • supervising the fulfilment of obligations imposed on universal service providers pursuant to the applicable legal provisions.
