On December 3, 2004, ANRC designated, upon public open tender, the first universal service provider for the purpose of providing access to the public telephone network, at fixed locations, by means of telecentres – S.C. Orange Romania S.A.
S.C. Orange Romania S.A. submitted offers for the installation of telecentres in the following 5 localities:

The tender for the 5 telecentres was closed for the total amount of ROL4.474 billion, which is the net cost for the provision of services within the scope of universal service. This amount will be paid, upon request, to the universal service provider, after the installation and the commissioning of each telecentre, according to the compensation mechanism established by ANRC.
5 telecentres are already operational following the tender organized by ANRC in 2004 and it is ANRC intent that over 100 new telecentres will be installed by the end of this year.
