The National Regulatory Authority for Communications and Information Technology, by means of its territorial branches of Bucharest, Cluj, Iasi and Timisoara, organises between April 12 and May 15, 2008 the ordinary examination session in view of achieving the radioamateur certificate and the certificate of radiocommunications operator in the mobile terrestrial service.
ANRCTI shall grant these certificates following an exam, organised by its territorial branches, each year, in two sessions, in April and October. This year’s exams shall be taken as follows: on April 12 in Cluj, April 15 and May 13-14 in Timisoara, April 19 in Iasi and May 7-8 and 14-15 in Bucharest. In order to participate in the exam, candidates shall be aware of the domestic and international regulations in the field, such as the Radiocommunications Regulation for amateur service in Romania and the relevant sections of the Radiocommunications Regulation issued by the International Telecommunications Union (ITU), as well as of the electronics and radio engineering notions, as well as technical norms on work safety. They shall also have knowledge on the procedures of operating radiocommunication stations. During the examination, candidates shall take a practical exam, as well, in order to prove their knowledge on radiocommunications traffic rules. In order to obtain the certificate, the candidate shall achieve the norm provided for each examination in the Regulation.
The exam subjects have 6 difficulty degrees, from A to F (F marks the most difficult subjects). Starting this session, the candidates wishing to achieve the IIIrd class radioamateur certificates shall receive the easiest subjects, from the A and B groups.
According to the International Telecommunications Union, communication through radioamateur stations, both terrestrial and with satellite transmission, is very useful in cases of natural calamities and disasters. There were cases in Romania when, during the floods, in the absence of any other means of communications, the connection was maintained with the help of radioamateurs, by means of their repeater stations.
In Romania there are approximately 5,000 radioamateurs, with ages ranging from 6 to 90. In 2007, in the 7th edition of the World High Speed Telegraphy Championship held in Belgrade (Serbia), Romania obtained 25 medals, of which 2 gold medals, 8 silver medals and 16 bronze medals. Approximately 3 million persons practise this hobby worldwide.
