Today, July 11, 2008 – entry into force of the ANRCTI President’s Decision no. 520/2008 for completing the ANRCTI President’s decision no.2.896/2007 on the procedure of requesting and issuing licences for the use of numbering resources, published in the Romanian Official Journal no.512 of July 8, 2008.
The amendment envisages greater flexibility in the allocation of numbering resources, i.e. – under well grounded circumstances, for sound technical or commercial reasons – the providers will have the possibility to request ANRCTI to change the format of the numbering resources allotted to them.
The numbering resources allotted so far will be changed by replacing the allotted numbering blocks with different ones, which are available on the request date, the replacement being applicable to numbering resources with similar destination, according to the National Numbering Plan. Therefore, a numbering block in the 0Z = 07 domain for electronic communications services provided at mobile locations could be replaced only by a numbering block in the 0Z = 07 domain, whereas a numbering block in the 0ZAB = 0800 subdomain for free access services shall be replaced by a numbering block in the same subdomain, and only to the extent to which the requested blocks have not been already allotted to another provider of publicly available electronic communications services.
Furthermore, a block of geographic numbers in the 0Z = 02 domain for electronic communications services provided at fixed locations will be replaceable by another block of geographic numbers either in the 0Z = 02 domain, or in the 0Z = 03 domain, for electronic communications services provided at fixed locations (not by location-independent numbering blocks in the 0ZA = 037, 038, 039 subdomains). The same principle is applicable to blocks of geographic numbers in the 0Z = 03 domain.
Upon changing the format of certain numbering resources, the right of using the replaced numbering resources will cease.
