Today, 13 January 2010, ANCOM launches a public consultation on transferring the 118931 number, from S.C. Il Numero Italia S.R.L. to S.C. INFOCLICK – S.A.
In spite of the fact that certain conditions regarding the transfer of numbering resources are met, ANCOM considers that the takeover of the 118931 number by one of the Universal Service providers of the directory enquiry and subscriber directory services (i.e. Infoclick) may have a significant impact on the market segment corresponding to the directory enquiry services, as far as existing or possible competition in this segment is concerned.
The 118931 number bears a special possible economic value. The well-known 931 figure combination was used by Romtelecom, until 28 December 2009, to provide its own directory enquiry service.
In order to complete the internal process of analysing the effects such transfer of the 118931 number to S.C. Infoclick S.A. might have on the competition in the market, the interested persons are invited to send their comments and suggestions, by 12.02.2010, at the ANCOM headquarters in 2 Delea Noua Street, Bucharest 3, directly to the Registry or by means of the Authority’s regional divisions. The national short number 118931 for directory enquiry services was allocated to the company ”IL NUMERO ITALIA” S.R.L., represented in Romania by „IL NUMERO ITALIA” S.R.L. Milan – Bucharest Branch, following an initial procedure of allotting national short numbers for directory enquiry services, by drawing of lots.
Under the licence for the use of this number, the company was not allowed to transfer the number for a period of 1 year from the allocation date (this period expired on 28 November 2009).
On 9 December 2009, this company requested ANCOM a preliminary agreement on transferring the 118931 number to S.C. Infoclick S.A. Upon the Authority’s request, the two companies submitted complete documentations on 23 December 2009.
