Today, November 14, 2006, the National Regulatory Authority for Communications (ANRC) organised, at its headquarters, the opening of the offers for the installation of telecentres in 123 more rural localities launched for tender in September 2006.
The following companies submitted offers for the installation of telecentres in the 32 counties: S.C. 2 K Telecom S.R.L., S.C. TV Adler Trading S.R.L., S.C. Celesta S.R.L., S.C. Orange Romania S.A., S.C. Rartel S.A., the National Radio-Communications Company S.A., S.C. Sensolink S.R.L., S.C. Vodafone Romania S.A.
ANRC will analyse the offers submitted by the eight providers and will designate, by December 2006, at the latest, the Universal Service Provider for each locality. Each winner will have the obligation to install, in the locality or localities for which he has been designated, one telecentre where all the inhabitants of the respective village may initiate and receive national and international telephone calls, facsimile and Internet services.
The main criterion to be taken into consideration by ANRC for the designation of the winning offers is the net cost (the requested subsidization) for the installation of the access link and of the equipments. Nevertheless, there are additional criteria in the designation procedure:
– previous experience in providing services within the scope of Universal Service;
– retail tariffs to be charged within the telecentre;
– the solution for access to emergency call services;
– provision of additional services;
– provision of additional equipments;
– deadline for commissioning the telecentre.
The financial proposal will amount to 70% of the overall score of each offer.
The net cost for the installation of the telecentre, as well as for the purchase and insurance of the equipments to be installed, shall be compensated by ANRC from the Universal Service fund. The telecentres are to be installed by mid-2006.
This is the fifth tender organised by ANRC within the national programme for the installation of telecentres. The first four tenders resulted in the designation of six companies that committed themselves to install 208 telecentres. 86 telecentres are already in place, whereas the remaining 122 will be installed gradually until the end of 2006.
